William Penn created three counties in Pennsylvania, and Philadelphia County was among the original counties in the United States. The first settlers were the Swedes and Finns, who came to the region in 1638. The Dutch seized control of the area in 1655, although the English later took power in 1681. A year later, Penn divided the state into three counties, including Philadelphia.

In 1854, Philadelphia City merged and became synonymous with Philadelphia County. The county led the nation in locomotives, shoes, shipbuilding, and machinery.

The present-day boundaries of Philadelphia County have changed significantly because two more counties in Pennsylvania emerged from the county. The state incorporated two counties from Philadelphia County: Berks County in 1752 and Montgomery County in 1784.
The county had many villages and settlements during its establishment. However, the population increased over time, and the settlements expanded out of the city. Some of the settlements and towns became part of the City of Philadelphia.

William Penn gave Philadelphia County its name after making a friendship treaty with a Lenape Chief called Tammany. The Dutch had pushed Native Americans away from the area, and in 1681, Charles II of England bestowed a charter upon Penn, including the land that is now Philadelphia County. However, Penn put the charter aside and purchased the land from the Lenape tribe, the original settlers of the area.

Penn wanted to maintain a good relationship with the Native Americans. He envisioned a place where religious freedom and tolerance would become a reality. The term Philadelphia combines two Greek names, phileo, meaning love, and adelphos, meaning brother. Therefore, Philadelphia means brotherly love.
