In 1683, William Penn, the proprietor of the territory known as the "Lower Counties on Delaware," established Dover as the court town for newly established Kent County. Later, in 1717, a special commission of the Delaware General Assembly laid out the city officially. However, because of its central location and relative safety from British raiders on the Delaware River, the state capital of Delaware was relocated here from New Castle in 1777. A law passed in October 1779 allowed the assembly to meet wherever they saw fit in the state, meeting in Wilmington, Lewes, Dover, New Castle, and again in Lewes before moving permanently to Dover in October 1781. Many rallies, troop reviews, and other patriotic events were held in the city's central square, known as The Green. Consequently, The Green still serves as the heart of Dover's historic district and is home to the Delaware Supreme Court and the Kent County Courthouse. The city is famed for being the home of Caesar Rodney, Delaware's popular wartime leader during the American Revolution. He was buried outside of Dover, but the exact location of his grave is unknown. In his honor, the city erected a cenotaph in the cemetery of Christ Episcopal Church near The Green.
