The city was founded in April 1889 during the Land Run and incorporated in 1891. The United States Land Office hired a professional engineer to survey a large portion of Oklahoma territory in 1870. A young surveyor named Abner E. Norman was named chairman of the central survey region in the Indian Territory. The surveyor's crew carved the words "NORMAN'S CAMP" on an elm tree near the drinking well to mock their younger boss. The Santa Fe Railroad played an influential part in Norman's progress. This town later became the headquarters for the railways and featured both a freight and passenger terminal. Over the first few years, the depot had to be expanded three times as the economy blossomed. J.E. Hurley, Senior Manager of the Santa Fe Railway, announced the last expansion in 1909. The Santa Fe Depot was leased to the town in 1972 and has undergone extensive restorations in the previous decade. The railroad went a long way in supporting Norman's development as a significant metropolis. While neighboring Oklahoma cities vied for the title of the capital, Norman's Mayor, T.R. Waggoner, pushed a bill through the Territorial Legislature to make Norman the site of the state's first college. The University of Oklahoma and Norman, OK, continue to make history. Norman city gained a reputation as the most progressive community in OK, with its Public Educational District ranking as the best school system in the state. In addition, city officials established the Norman 2020 Plan to solve future population growth and infrastructure issues.
